Philippines' P3 Billion School Milk Programme Boosts Local Dairy Industry with Guaranteed Market
Government initiative to supply fresh locally produced milk to 4.5 million public school students is expected to strengthen dairy farming, improve child nutrition, and expand domestic milk production.

The Philippine government has launched a P3 billion School Milk Programme designed to create a stable and guaranteed market for locally produced milk while improving the nutritional status of millions of schoolchildren. The initiative will supply fresh milk to approximately 4.5 million public school learners, providing long-term demand for domestic dairy producers and strengthening the country’s dairy value chain.

The programme is backed by a Joint Administrative Order (JAO) that formalizes collaboration between the Department of Agriculture (DA), the Department of Education (DepEd), the National Dairy Authority (NDA), the Philippine Carabao Center, local government units, and other stakeholders. The coordinated approach aims to improve the efficiency of the school feeding programme while supporting the growth of the local dairy industry.

According to NDA Administrator Atty. Marcus Antonius T. Andaya, guaranteed demand provides dairy farmers with the confidence to expand production, improve herd quality, and invest in better farming practices. He noted that assured market access is one of the strongest incentives for producers to increase output and modernize their operations, ultimately making the domestic dairy sector more competitive.

Beyond improving farmer incomes, the initiative is expected to generate wider economic benefits by strengthening milk collection, processing, distribution, and cold-chain infrastructure. The programme also encourages closer collaboration between dairy cooperatives, processors, and educational institutions, creating a more resilient and integrated dairy supply chain.

A key objective of the programme is to enhance child nutrition by providing students with regular access to fresh, locally produced milk. Government officials believe that increasing milk consumption among schoolchildren will help address malnutrition while simultaneously creating sustainable livelihood opportunities for dairy farmers and rural communities.

The initiative reflects the Philippine government’s broader strategy of linking agricultural development with public welfare programmes. By using institutional procurement to support domestic producers, the School Milk Programme aims to stimulate investment in dairy farming, reduce reliance on imported milk, and build a stronger, more self-sufficient dairy industry.

With guaranteed institutional demand and coordinated support across the dairy value chain, the P3 billion School Milk Programme is expected to play a significant role in expanding local milk production, strengthening the dairy processing sector, improving rural livelihoods, and delivering long-term nutritional benefits to millions of Filipino students.
