The U.S. Department of Agriculture (USDA) has unveiled a new Small Processors Action Plan designed to support small and very small meat and poultry processing facilities while simultaneously opening a fresh round of funding under the Meat and Poultry Processing Expansion Program (MPPEP). The initiative forms part of broader efforts to strengthen domestic food supply chains, enhance competition, and expand processing capacity in rural communities.

As part of the announcement, USDA has made $60 million in additional funding available through the fourth phase of the MPPEP program. The funding is intended to help processors modernize facilities, increase production capacity, improve operational efficiency, and create new market opportunities for livestock producers.

The Small Processors Action Plan focuses on improving interactions between processors and regulatory agencies by simplifying administrative procedures, enhancing customer support, and providing clearer guidance on compliance requirements. USDA officials stated that the measures are intended to make it easier for small businesses to navigate regulatory processes while maintaining rigorous food safety standards.

Key elements of the plan include streamlined communication channels, improved access to technical assistance, faster responses to inquiries and appeals, and expanded support for processors operating in rural areas with limited resources. The initiative seeks to address long-standing concerns among smaller operators regarding regulatory complexity and access to government services.

Small and very small processing plants represent a significant portion of federally inspected meat and poultry facilities in the United States and play a critical role in supporting local economies, regional food systems, and supply chain resilience.
